Accomplishments

Our past service has included (though is by no means limited to) work with the Surface Transportation Board, the Department of Transportation, the Federal Transit Administration, the Federal Aviation Administration, the Department of Justice, the Department of the Interior, the Environmental Protection Agency, the U.S. Fish and Wildlife Service, the U.S. Army Corps of Engineers, the Department of Energy, the Department of Homeland Security and the Department of Defense.

 Transportation:

Transportation is one of our specialties. Thanks to a comprehensive understanding of the legislative authorization and appropriations process, we have secured hundreds of millions of dollars for our clients.  Some of our biggest successes include:

•  In the Reauthorization of TEA21, our clients have been allocated tens of millions of dollars in the Transportation Equity Act: A Legacy for Users (TEA-LU).  Projects cover major interchanges, grade separations, bridges, intermodal facilities, CNG buses, transportation enhancements and a streetcar system.

• Our company successfully obtained funds to crisscross Southern California with an improved network of highway, railroad and bus transit routes that promote social and economic development.  Part of our effort was for the Alameda Corridor – one of the largest public works project in the history of our nation.

• San Bernardino County had more projects listed in the Transportation Equity Act for the 21st Century (TEA21) than any other county in California except Los Angeles.  San Bernardino county received more funds than any other California county other than Los Angeles and San Diego.  California had more projects and received more money than any other state.

• Millions in funding for airport runways, taxis, control towers, lighting and hangars.  In addition, working with the Executive Branch, we were responsible for designating Rialto Airport as critical to the airway system.  As a result, Rialto Airport acquired more than 1,000 acres of land, a new runway and taxiway was constructed and new lighting systems were installed.   

Flood Control/Water/Regulatory Advocacy

Flood control and water and regulatory advocacy is another area in which we excel.  Our experience in working with the Army Corps of Engineers and the other relevant agencies gives us an advantage in the process of securing funds.  Projects we have secured funding for include dam construction, flood control studies, erosion studies, storm drain systems, perchlorate bio-remediation projects, water and sewer treatment facilities, and the planning, design, and development of a groundwater storage system. 

Department of Defense

At David Turch and Associates we pride ourselves on the amount of access we provide our clients.  We have fostered long-term working relationships with the Executive Branch, Members of Congress on the Armed Services Committee and the Defense Appropriations Subcommittee and committee staff.  Because of these relationships, our clients have received tens of millions of dollars in Defense Department grants.  Examples include personal life rafts, facial recognition technology research,  procurement, research and testing of reverse osmosis desalination equipment and expert guidance in navigating the BRAC process.

Justice / Homeland Security

David Turch and Associates provides access to the Department of Justice and Homeland Security.  With unique ties to these federal agencies we succeed.  Some of our more noteworthy successes include millions of dollars for criminal detention centers, technology updates for law enforcement agencies, grant money to place probation officers in our client's county schools for at-risk-youth, computer systems to track juveniles from the time of their entry into the juvenile justice system to eventual release from wardship, a grant for a drug court that stresses treatment over incarceration, and emergency communications programs.

Social Services Advocacy

David Turch and Associates advocates on behalf of the regulatory and legislative interests of our clients before the Executive Branch and Congress.  When appropriate, we coordinate our efforts with organizations such as the National Association of Counties (NACO), the National League of Cities, the National Association of Head Start and the National Association of Housing and Redevelopment Officials.  Because we represent many cities and counties throughout the country, we impact developments that affect the Community Development Block Grant Program, the Reauthorization of the Welfare Reform Act, and Section 8 Housing among other federal programs.

Economic Development / Recreation

Through our access to the Economic Development Administration and other agencies our firm has succeeded in securing millions of dollars in funding for senior centers, Boys and Girls Clubs, Teen Centers, zoos, baseball fields, gymnasiums and construction of much needed access roads.  In short, our firm does what is necessary to achieve your goals and increase the standard of living in your area.
